At a meeting of the working group on November 22! the chairman of the 11090 was considered committee! Danylo Getmantsev! stated that the committee supports tax breaks for TWEN! referring to the recommendations of the International Monetary Fund. However! the IMF! in response to a request from the Ministry of Finance! noted that the recommended range of excise duty on TWEN is 45-90 euros per 1!000 pieces! which does not contradict the increase in excise duty to the level of cigarettes.

Andriy Motovylovets (Servant of the People)! and Alena Shkrum (Batkivshchyna) promoted the provision of tax benefits for TVEN! representing the interests of the tobacco industry.
At the Committee meeting! their position was also supported by deputies from non-core committees! Halyna Yanchenko! who manipulated the fact that TWEs are less harmful than regular cigarettes and relied on economic factors regarding the rich people data share of the 11090 was considered illegal market. Oleksiy Movchan! deputy chairman of the Economic Development Committee! also joined in supporting the latter theses.
The same position is supported by the People’s Deputy from the Servant of the People party! chairman of the Verkhovna Rada Committee on Economic Development! a native of Moscow! Dmitry Natalukha.

In addition! the institute’s experts estimated that the model of increasing excise taxes on tobacco products proposed by the Ministry of Finance will lead to a resumption of the growth of the tobacco use epidemic after 2026.
